Hugh Lawson Shearer was widely recognised for his distinctive style, most notably, his signature green jacket worn consistently during his campaigns with the Jamaica Labour Party (JLP). This bold choice of attire became a visual emblem of his vibrant spirit, his drive for progress and his connection to the Jamaican people. Throughout his political career, Mr. Shearer demonstrated resilience and unwavering resolve. A pivotal moment came in 1980, during a motorcade passing through Falmouth en route to a large JLP rally at Sam Sharpe Square in Montego Bay. During this event, he was injured when a speargun (locally known as a fish gun) was fired at him, striking him in the forehead. This incident highlighted the tense political climate of the era, yet it also showcased his resilience and commitment to his country’s democratic process. His continued dedication underscored his unwavering focus on Jamaica’s progress.

A Vision for Global Justice: Hugh Shearer’s UN Ticket and Legacy

Jamaica’s late Prime Minister, Hugh Shearer, was an influential leader whose vision extended beyond national borders to the global arena. Among his many achievements, his impassioned advocacy at the United Nations and his role in elevating human rights to an international priority are defining moments in his legacy. A former Deputy Chief of Mission to the United Nations, Mr. Shearer was a consummate diplomat and a pioneer in championing human rights on the world stage.


In 1963, during a pivotal moment of Jamaica’s early independence, he proposed that the United Nations designate 1968 as the 'International Year of Human Rights.' His proposal was rooted in a deep belief that the UN could serve as an effective instrument for promoting peace, justice and fundamental freedoms for all peoples. Mr. Shearer stated, “One of the great unsolved problems of this age is the translation into actual practice of the democratic ideal of fundamental concern for human rights and for the basic freedoms which man has been given by the Creator.”

He added that “The United Nations can and must serve as the instrument for bringing about the peaceful solutions of all human rights problems... It must seek co-operative methods of curing the denial of human rights whenever and wherever such conditions persist.” His words reflected a clear understanding that global progress depended on collective action and international solidarity.

The call for global action resonated far beyond his small island nation and Mr. Shearer’s advocacy bore fruit.


The United Nations declared 1968 the International Year of Human Rights. Jamaica marked this milestone by establishing a prize to honour individuals who had made significant advancements in human rights, with the award later presented to the widow of Dr. Martin Luther King Jr., Coretta Scott King. This act symbolised Jamaica’s commitment to global justice and its recognition of the universal importance of human rights.
